        DESCRIPTION OF FATE FILE VARIABLES

The FATE list describes the disposition, when known, of the perpetrators of
incidents noted in the COMMON file after the incident.  The disposition of
non-terrorist hijackers in the SKYJACK file is not included.  The FATE list
includes only those incidents in which the fate of at least one of the
perpetrators was other than "escaped at the scene of the incident."


Fate of Terrorists:

YR.  Date of start of incident--year

The beginning of the incident is considered to be the date at the
scene of the incident in which it first became apparent to individuals
other than the initiators that a terrorist event was taking
place. ITERATE data sets issued prior to July 2003 are coded with two
digits for years (i.e. 68=1968, 69=1969......00=2000, 01=2001).

IN_NUM. incident code number

        A unique two-digit code number.  This number is assigned to each
        discrete incident that occurs on a given day.  Specific incidents
        may thus be accessed by calling up the first eight digits of an
        entry for an incident, i.e., YRMODAYIN_NUM.

F2.  First fate of terrorists

Four possible fates of the terrorist perpetrators, as well as ancillary
participants in the incident, may be included.  Shootouts may be initiated
by the perpetrators or by authorities.  If the individual was killed
resisting arrest, he will also be coded as dead via shootout.  Codes 04 and
09 refer solely to the length of the sentence, rather than the portion
served.  None of these entries are subsets of previous entries.  The
Bangkok Solution refers to the agreement made by the 4 Black Septembrists
who took over the Israeli Embassy in Bangkok on December 28, 1972, and Thai
officials which allowed the terrorists safe passage from the scene in
return for the release of their hostages and dropping of their other
demands.  This solution has subsequently been used successfully as a
precedent for other negotiations.

Extradition:

A formal extradition treaty need not exist for a state to attempt to obtain
extradition of any accused terrorists.
