Summary:
The New York City Housing and Vacancy Survey (NYCHVS), sponsored by the New York City Department of Housing Preservation and Development, is conducted approximately every 3 years to comply with New York state and New York City's rent regulation laws. The Census Bureau has conducted the approximately 16,300 housing units representing the five boroughs of the City.

The purpose of the New York City Vacancy Survey was to measure certain vacancy rates, as well as various household and person characteristics. New York is required by law to periodically conduct such an investigation in order to determine if rent controls should be continued. The enumeration was conducted between February and March of 1981.
