I.  Announcements
    -Because of financial situation:
     Motion to put a temporary freeze on New Group Recognition-an email vote by all 
     existing groups will take place this week to implement or cancel this freeze (Groups
     that do not vote will lose 5% of intial allocation as a penalty-this money will be 
     redistributed in the ABC Appeals fund).  If freeze is enacted, a vote at any time by 
     the ABC board can immediately lift this freeze and  New Group Applications will be 
     considered in the order they were received.

      -Zamana-not evident they will be able to break even with the appeal-agree not to sign
       off on the event.

      -Organization of Pakistani Students-2 appeals
       1)traditional wedding - motion for $415   Y: 11   N: 1   A: 3
         cut food, advertising expenses.

       2)hold off on second appeal to see if corporate sponsorships will come through next

      -Architecture Society-appeal for publication 
       must generate 1/3 from outside fundraising/advertising as per guidelines.

       because a new group this year, ony have $500 for first year of funding.
       Motion for $120 which will make total allocation $500 from ABC

       Community provides this service and it is in conflict with ABC constitution that 
       the board cannot fund charity events/services.
