What is binding in a reversible manner?

The regulator (let's say an inhibitor) can bind the enzyme to form an
enzyme-inhibitor complex.  This complex can dissociate back to the free enzyme
and the free inhibitor. Thus the free and bound forms can be in
equilibrium.  Much like the enzyme-substrate complex, except there is no
subsequent chemical transformation of the regulator.
