B8456 Public capital investment (not offered 199697)

This seminar explores the political economy of public-investment decisions in urban areas. The course is designed to provide students with an understanding of the channels through which these decisions take place and the strategies for financing infrastructure and economic development. Class discussions examine the ways in which economic, institutional and political factors interact to shape the public's capital decisions. The interests, constituencies and disciplinary perspectives of different actors in the process (elected officials, budgeters, fiscal monitors, planners, economists) are compared and contrasted as frameworks for analyzing issues of policy and implementation.
