Howard C. Wiener

 

Howard C. Wiener is a career Foreign Service Officer and member of the Senior Foreign Service, currently serving as Executive Assistant to the Under Secretary of State for Management. Since joining the Department of State in 1978 as an administrative officer, Mr. Wiener has served in U.S. embassies in Bogota, Paris, Moscow, and Cairo. He has also worked in the State Department Bureau of Personnel and performed a one-year Congressional Fellowship under the auspices of the American Political Science Association. Before joining the staff of the Under Secretary for Management, Mr. Wiener was Deputy Executive Director of the Bureau of European Affairs, where he was responsible for supporting U.S. embassies and consulates in the New Independent States (former Soviet Union).

Mr. Wiener was born in Wilkes-Barre, Pennsylvania, in 1948. He received a Bachelor of Arts degree (cum laude) from Ohio Wesleyan University in 1970 and a Juris Doctor degree from the Duke University School of Law in 1973. He worked as an associate attorney in the Cleveland, Ohio law firm of Squire, Sanders & Dempsey, and then served as a Judge Advocate (rank of Captain) with the U.S. Air Force in Washington and Turkey from 1973 to 1978.
