General Principles
Constitution for the Columbia College Conservative Club Preamble Columbia College Conservative Club was founded to promote the ideas of liberty and individual responsibility, which formed the basis of the United States and for our continued freedom and prosperity. Article I - Name Section 1. The name of this organization will be Columbia College Conservative Club hereafter referred to as CCCC. Section 2. The officers of CCCC will make up the Executive Board of CCCC, hereafter referred to as the 'Board.' Article II - Purpose Section 1. The purpose of this CCCC will be to provide a forum for the furtherance of Conservative ideas. Section 2. The Executive Board will run events and maintain membership. Article III - Membership Section 1. The general body of the CCCC can be comprised of any students at Columbia University and affiliated institutions. The specific requirements of membership are attendance at two or more meetings or scheduled events, periodic distribution of literature, and espousal of beliefs of CCCC. Section 2. The privileges of membership are use of our library of materials and connections to leaders of the conservative movement in the city, state, and nation. All members are responsible for periodic distribution of literature and promotion of events. Members must also attend at least one meeting per year. Section 3. Membership may be revoked by the President or Vice-President subject to approval by a majority of members who will vote by e-mail within one day. Membership may be revoked due to failure to perform required duties, misuse of membership authority, or unauthorized public statements damaging to the public reputation of the club or contrary to its beliefs. Article IV - Meetings and Procedures Section 1. Meetings will be held on the first and third Monday of every month. In cases of holidays, meetings will be rescheduled for another date. Additional meetings and events can be called by the President, subject to approval by the Board. Section 2. Major policy decisions concerning what positions the club will take on political issues and its major activities, will be presented by the Board at the start of meetings with a following forum open to submissions by the general membership. Members unable to attend meetings will e-mail or otherwise contact the Board with their suggestions one-day before the meeting. Policy decisions must be approved by two-thirds of the membership. Voting will be taken via e-mail ballots presented within 24 hours of the meeting and at least two-thirds of members must have voted for quorum to be met. Article V - Officers Section 1. The CCCC will have the following officers President, Vice-President, Treasurer, and Secretary. Those wishing to run for office will present themselves during the second to last meeting of the year at which point they will submit platforms and become nominees. Nominees must be elected by a majority of at least 2 in order to be gain office. Voting will be held via e-mail. To hold these positions, one must be enrolled at one of the undergraduate colleges affiliated with Columbia University. Section 2. The duties of the President will be to call and officiate at meetings, contact and schedule speakers, and represent CCCC at any function unless this role is delegated in an open manner. The duties of the Vice-President will be to assist the President in the duties of that office to perform the duties of the President if the later is indisposed or temporarily unable to perform these duties. The duties of the Secretary will be to take notes at meetings and present all votes via e-mail to the members. The duties of the Treasurer will be to collect dues and any funds given by Earl Hall or other institutions. The Treasurer will be responsible for the bank account and for making payments to speakers as well as other items as they arise. Section 3. The term of office will be one year. There are no term limits. Section 4. Only members who are undergraduate students in Columbia University may hold the position of President or Treasurer. No single member may be BOTH the President and Treasurer simultaneously. Section 5. The provisional President will nominate those wishing to run for office at the first meeting. Article VI - Electing Appointing, and Removing Officers Section 1. Organizational elections will take place at least once per year at the last meeting in April. Section 2. Appointments will be made by the President, subject to approval by the Board. Section 3. The members of the Board may be impeached and removed by the membership for failure to perform duties and for conduct unbecoming an officer. The motion to impeach can be raised at any meeting. Impeachment and removal require a two-thirds vote by the members via e-mail. Section 4. In the event of a mid-term vacancy of an elected officer, the President will temporarily appoint a suitable replacement. An election will be held following the next meeting on the basis of a standard up or down vote. Article VII - Committees Section 1. The standing committees of this CCCC will be events and public affairs. Section 2. The duty of the events committee is to schedule and coordinate events. The President will chair this committee. The duties of the public affairs committee are to create all posters advertisements and notices to the general community and ensure that events are publicized. Section 3. Committee members are chosen at meetings by vote. All committees will contain at least one member of the Board. Section 4. Additional committees may be formed and dissolved by the CCCC at meetings. The creation and membership of committees will be presented to the members at meetings and for vote via e-mail. Article VIII - By-Laws Section 1. By-Laws of the CCCC will be established and altered by the attendees of the first organizational meeting of a month, subject to two-thirds vote by members via e-mail. Section 2. All votes will last for a period of 2 days. Two-thirds of members must have voted in this time; otherwise a quorum will not have been met. Article IX - Amendments to the Constitution Amendments may be proposed by any member of CCCC, but will only be presented by the Secretary during the first organizational meeting of a Semester. All Amendments must be ratified by two-thirds of members within one week of presentation. Article X. Ratification This constitution will be ratified by a vote of a three-fourths majority of the initial membership of the CCCC. Amendment I Section 1. The CCCC shall be the Party of the Right of the Columbia Political Union. Rules for admission of other groups to the CPU Party of the Right shall be set in the By Laws of the Charter of the Party of the Right. Section 2. Nothing in the Charter of the Party of the Right or of the CPU shall be read in any manner to override the Constitution of the CCCC. The CCCC reserves the right to resign leadership of the Party of the Right and leave the CPU pursuant to a majority vote and due notice. Section 3. This amendment will come into effect upon acceptance by two-thirds of members of CCCC and the ratification of the CPU Constitution by its constituent members.
