Eligibility and Award
ELIGIBILITY:
The FLAS Fellowship competition is open to graduate students
of Columbia University who are U.S. citizens, nationals, or permanent residents
who are accepted for enrollment or enrolled in a full-time program (either
domestic or overseas) that combines
modern foreign language training with international or area studies. The FLAS
award offers fellowship assistance to meritorious students undergoing
beginning, intermediate, or advanced training in modern foreign languages with
concentrations in related international or area studies (see “Eligible FLAS
Languages at Columbia
University”). Students are required to take language and
area courses per semester.
Applicants may compete for the
Academic Year
FLAS fellowship in more than one
language, but may only receive the
award for one language during the
award period. Each language
of study requires a separate and complete application packet. Applicants applying for the Summer
2008 FLAS must submit a separate and complete Summer
2008 application packet.
FLAS fellows must complete an electronic Student Performance
Report at the end of the fellowship.Failure to submit this report can jeopardize future FLAS funding; holds will
be place on students’ registration, diplomas and transcripts.You will be required to repay the FLAS
fellowship funding for non-compliance.
AWARD & REQUIREMENTS:
FLAS Fellowships are contingent upon funding from the U.S. Department of Education. The Academic Year FLAS fellowship provides a tuition grant
of up to $12,000, plus a stipend of $15,000. Remaining tuition, health service fee and medical insurance (basic
coverage only) must be covered by the students’ school of enrollment within Columbia University (ex. GSAS, SIPA, TC). The FLAS fellowship does not cover any
miscellaneous fees, such as computer lab fee, student activity fee and
university facility fee, etc.
With the approval from the United States Department of
Education, Academic Year FLAS awards may be used for full-time dissertation
research provided that the student is at the advanced level of language
proficiency. The use of the foreign language in dissertation research must be
extensive enough to be able to consider the language improvement facilitated by
the research equal to improvement that would be obtained from a full academic
year’s worth of formal classroom instruction. Please note
that since the
FLAS program is for language acquisition. Use of the FLAS fellowship for dissertation research is not encouraged by the U.S. Department of Education. The U.S. Department of Education prefers that students apply to the Fulbright-Hays Doctoral Dissertation Research Abroad.
All overseas programs of study must be at the intermediate
or advanced level of language proficiency and must be approved by the United
States Department of Education at least thirty (30) days prior to the start of
the program.

Submitting the Application
Students who wish to apply and meet the eligibility criteria must
complete an application and return it with the following supporting
documents by February 29, 2008.
With each FLAS application, you must submit the following supporting materials:
A Personal Statement
Your Personal Statement should be approximately two
double-spaced typed pages. In it, you
should describe your academic purpose, the role of the target language in
achieving it, and your academic and professional plans.
Academic Transcripts
You must submit your Columbia
University transcripts, which may be
ordered from the Registrars Office in 205 Kent Hall or on line at http://ssol.columbia.edu. Transcripts from
other institutions are not required; however, it is strongly recommended that
transcripts reflecting academic work in the target language and/or area studies
also be included. Please note that
transcripts may take some time to arrive and should be ordered in a timely fashion.
Two (2) Letters of Recommendation
You must submit 2 Letters of Recommendation, preferably from
instructors who can comment on your work in the target language and appropriate
world area. All letters should be
submitted on either the enclosed form or on department letterhead.
Letter of Language Evaluation
If you are at the intermediate or advanced level of
proficiency, but not enrolled in a language department, it is recommended (but
not required) that you submit a Letter of Evaluation from a language instructor
attesting to your proficiency in the language of application.All letters should be submitted on either the
enclosed form or on department letterhead.
