Eligibility and Assignment

1. Active full-time Columbia faculty members, professional Officers of Research as defined by the faculty handbook, professional librarians and Officers of Administration in grades 14 and above are eligible for 24 hour and commuter parking privileges in the University's Morningside parking facilities.

2. 24 hour parking applicants must be domiciled in reasonable proximity to the Morningside campus.

3. Part-time Columbia faculty members who reside beyond reasonable proximity to the Morningside campus are eligible for commuter parking on the days they teach.

4. Active full-time Barnard faculty members residing in University housing are eligible for 24 hour parking as long as they remain in University housing.  Barnard faculty who do not reside in University housing are not eligible for parking.

5. Faculty members of other University affiliates (i.e., Teachers College, Jewish Theological Seminary) are not eligible for University parking.

6. Individuals who retire from an active position with the University and continue to live in proximity to the Morningside Heights campus may retain their 24 hour parking space as retirees.

7. Surviving spouses of University officers with 24 hour parking who remain in proximity to the Morningside Heights campus may retain the officer's space.

8. Full-time and part-time officers who fail to qualify pursuant to paragraphs 1 through 7 above; students; and support staff are ineligible for 24 hour or commuter parking privileges.

9. Parkers who lose their affiliation will not be allowed to retain their parking space(s.)

10. Eligible parkers are limited to one 24 hour parking space per household.

11.  Individual faculty/staff parkers may not simultaneously lease both a commuter and a 24 hour parking space on the Morningside campus, except where both spaces are necessary to accommodate an eligible individual with a disability as recommended by the appropriate Disability Services office.

12. The above eligibility policies apply prospectively, effective upon issuance.  Current parkers as of the date of issuance who would not qualify under the rules may retain their University parking space(s).




Allocation Policies

1. Upon approval by the Parking Committee, faculty members and administrators will be assigned parking based on the following guidelines:

2. Where otherwise eligible, faculty of professional rank who are residents of 560 Riverside Drive will automatically receive parking at that facility. Other residents of 560 Riverside Drive will receive priority subject to availability and as determined by the Parking Committee.

3. Time on the waiting list will not be considered in the assignment of parking to eligible faculty and administrators.




Other Policies

1. Parkers are required to present proof of a valid, current registration issued to the employee, his/her spouse, or his/her same sex domestic partner as recognized by Human Resources.  Registrations will be checked for compliance on an annual basis.

2. Parkers are responsible for their space 12 months a year.

3. Parkers may not sublet space(s) without approval of the appropriate Parking Office.

4. Parkers who are on leave are entitled to retain their space(s), however the University may elect to re-lease the space for the period during which the primary tenant is not parking.

5. Parkers are required to agree to pay all monthly parking charges via payroll deduction, except in the case of a short-term, temporary assignment of a space, in which case the full cost for the agreed period must be paid prior to occupancy.

6. A deposit is required for the swipe card and/or key necessary to access to the University facility in which a space is leased.



Parking Facilities

24 Hour

560 Riverside Drive, located at W. 125th Street, is an indoor garage in a University residential building with 24 hour security.

635 W 131st Street, an indoor 24-hour garage leased by the University with pick-up and drop-off at the MTP Garage located just west of Broadway on West 125th Street.

609-11 W. 113th Street, located between Broadway and Amsterdam is a University outdoor lot. (Note:  Parking is not currently available.)

Riverside Church, located at Claremont Avenue and W. 120th Street, is an indoor garage open from 6 A.M. to midnight; owned by Riverside Church who leases a limited number of spaces to the University.

Commuter

International Affairs, located at 420 W. 118th Street, is an indoor garage under the School of Public and International Affairs (SIPA).

Engineering Terrace, located at Amsterdam Avenue and W. 119th Street, is an indoor garage under the Engineering Terrace Building.

Parking Tax Exemption

Parking rates include a 18.25% parking tax.  Parkers who are Manhattan residents may be eligible for an exemption from the 8% New York City parking tax.  Applications are available online from the NYC Department of Finance, Parking Tax Exemption Section or call 718-935-6079.  Upon approval a Parking Tax Exemption Certificate will be mailed to you.  Send the “parking operator's” certificate to the appropriate University parking office.  There is no exemption available from the 10.25% New York State parking tax.



 Application Process

You can download the parking application  or obtain one from the Parking Office, B-4 Low Library, (212) 854-5508, or the Office of Institutional Real Estate, 400 W. 119th Street, (212) 854-9455. Your application will not be processed unless all requested information is provided.



Per Diem Parking

Per diem parking for visiting lecturers is available for a fee. Daytime parking requests should be directed to the Parking Office at (212) 854-5508; overnight parking requests should be directed to the Office of Institutional Real Estate at (212) 854-9455.



Parking Alternatives

University parking at the Morningside Campus is extremely limited. Until your parking request is approved, you may want to investigate alternatives.

The University leases a commuter parking facility at the Port Authority Bus Terminal at 178th Street and Broadway. The parking rate is $87.00 per month (excluding parking tax). Contact Brenda Tracy at (212) 305-1056 for an application.
