Their domain appears to be library.phila.gov, but that whole domain
is unknown, and in fact phila.gov is also unknown. This is a lot
bigger than an email problem.You can't get to their web servers
either (at least not by name).

This is me asking for the nameservers for the gov top-level domain,
and then asking one of them for www.library.phila.gov and getting no
data except the data for the nameserver itself.
