SiR—Under date of Feibruary 25, 1910, the Board o£ Esti-
mate and Apportionment of The City of New York passed the
following resolution:
'' Resolved, That the Board of Estimate and Appor-
tionment hereby recommend to the Commissioner of Docks
that he cause to bé prepared and submitted to the Com-
missioners of the Sinking Fund at as early a date as may
'be practicable, a plan or plans for the improvement and
'development of the water front of Jamaica Bay, in the
Boroughs of Brooklyn and Queens, preHminary to the
construction of a new harbor and a complete dock system
in the isaid bay, the aggregate estimated cost of which pre-
