PREFATORY NOTE.
 

This study of the organization and methods
of the Board of Education of the City of
New York was made under the direction
of Professor Frank J. Goodnow of Colum¬
bia University, and Dr. Frederic C. Howe,
Director of the People's Institute of New
York City, in connection with the investi¬
gation into the status and procedure of the
departrpent of education made by them at
the request of the Committee on School
Inquiry of the Board of Estimate and
Apportionment of the City of New York.
The work has received their criticism and
suggestion at every point. Dr. Frank P.
Bachman, formerly Assistant Superintendent
of Schools in Cleveland,and now connected
with the Board of Estimate, also kindly read
the manuscript and made many valuable
suggestions. I desire to express my sincere
thanks also to Mr. Burdette E. Lewis, of
the executive staff of the president of the
Board of Aldermen, as well for his helpful
criticisms as for his courtesies in connection
with the present publication.
