INTRODUCTION.
 

This pamphlet was first published in a large edition
in 1877, during the former great crisis of commerce
and production. Being now out of print, yet in all
its views as true and applicable at the present time
as then, it is republished with only slight changes such
as are required by present changes of facts. In the
earnest hope that all readers of these pages will reflect
