Sir—The Police Board of the Police Department of The City of New York respectfully
submit a report of the operations and transactions of the Department and Force, for the year
ending December 31, 1898.
The Police Board, appointed on the ist day of January, 1898, met at the Central Depart¬
ment on the same day and organized by the selection of Commissioner Bernard J. York as
President, and Commissioner Thomas L. Hamilton as Treasurer. Subsequently the following
Standing Committees were appointed :
Repairs and Suppplies—Coramissionei's Sexton, Hamilton and the President.
Pensions—Commissioners Phillips, Hamilton and the President.
Elections—Commissioners Hamilton, Sexton and the President.
Rules and Discipline—The President, Commissioners Hamilton and Phillips.
On the 2ist day of May, 1898, Commissioners Thomas L.Hamilton and William E, Phillips
were removed from office, and on the same day, Jacob Hess was appointed Commissioner, in
place of Commissioner Hamilton, and was selected as Treasurer of the Board. On June 30, 1898,
Henry E. Abell was appointed Commissioner, in place ot Commissioner Phillips, and on ihe
same day the Standing Committees of the Board were appointed as follows :
Repairs and Supplies—Commissioners Sexton, Hess and the President.
Pensions —Commmissioners Abell, Hess and the President.
Elections—Commissioners Abell, Sexton and the President.
Rules and Discipline—The President, Commissioners Sexton and Hess.
The Board has, during the year, prepared and had printed for distribution to the Force a new
Manual of Rules and Regulations for the government and discipline of the Department and Force.
Many of the rules are new and nearly all revised so as to conform to the Charter and the changed
condition of the Force. The new rules are so condensed and brought together under appropriate
captions and subjects that the number is reduced from 375 to 49.
