A few d-iys after the publication of the MontM-
gu-Chelnistiord proposals l!oi' eoiistitutional re¬
form, when s<3me people of extreme views we}-e
urging their total re;jecti<:)u, the following horn the
Hon'ble Pandit Aladan Moh-ai) M.alaviya was pub¬
lished in the Leader : " So far as the proposals
go, they constitute a large and liberal measure oi
reforu], whicli we should be grateful for. But
they do jiot go far enough to meet thti require-
Tuents of t]}e country. Wholesale condemnation is
out oi* tlie «|uestion. We have to suggest moditi*
cations and expansion giving reas(uis therefor."

The following iK:ite, which recently appeare<J in
many leading Indian papers, is an elaboration of
this opinion, m cont'ormity with that opinion, the
Hon'ble Pandit has suggested important moditica-
tions in and an ex':pansion of the proposals, giving
reasons for tlieni.    There  iias been a great demand
