In 1932, in one of his first cartoons featuring Herbert Lehman, Rollin Kirby shows voters inviting
Lieutenant Governor Lehman to move into the Governor's chair which Franklin Roosevelt was
vacating to run for President, Roosevelt had great affection for Lehman, often referring to the
Lieutenant Governor as his "good right arm."
