Description of work:

Activities:  I specialize on economic liberalization and federalism in
India.  I am the author of Federalism without a center (Sage 2001).  I
have published work on various aspects of economic reform in India and
China (including foreign investment policy, infrastructure, and
privatization).  I am the South Asia editor at Asian Survey.
