Nuclear Deterrence Will Prevent Iraq, North Korea from Using Nuclear Weapons, Says Political Science's Kenneth Waltz
"What is a small, weak country surrounded by enemies supposed to do other than rely on [nuclear] deterrence? It cannot possibly compete with conventional weapons," says Kenneth Waltz, adjunct professor of political science and senior research scholar in the Institute for War and Peace. Rogue leaders especially are influenced by the fact that using weapons of mass destruction would result in the end of their regimes, he says.
