The Patriot Act's often attacked Section 215 still follows the same guidelines as all investigative tools with respect to First Amendment centers, such as libraries and newsrooms, says Viet Dihn, professor of law and director of Asian law and policy studies at Georgetown University. Its uniqueness lies only in its capability to be used quickly in situations that require prompt action to maintain national security, Dihn explains.
