recognized the President of the Fencing Federation of Chile, Jorge
Torres Larrahona, who, after welcoming
everyone at the meeting, offered some data about the Championships

Se comprobó que para el primer día del
Congreso no había quorum, ya que sólo había 12 países presentes con
derecho a voto de los 25 países miembros. Esto resultó en una larga
discusión sobre lo que constituía un quorum. Se sugirió que se hiciera
un cambio en los estatutos que reflejara un porcentaje inferior al 50%
+ 1, que existe en los estatutos actuales. |
It was confirmed that, for the first day of the Congress there was no quorum since there were only 12 countries with voting rights present from the 25 member countries. This resulted in a long discussion about what constitutes a quorum. It was suggested that there should be a change to the statutes that would reflect a lower per cent than 50% + 1, which is what is stated in the current statutes. |

El Presidente de la FIE, el Sr. René Roch tomó
la palabra y agradeció la confianza que la Confederación Panamericana
ha puesto en la FIE. Notó que los países panamericanos han consolidado
su presencia en el ámbito internacional con los muchos éxitos de sus
atletas, árbitros y otros dirigentes. Estos éxitos son importantes para
asegurar una esgrima moderna y dinámica. El Sr. Roch confirmó su apoyo
absoluto a la Confederación Panamericana. |
The President of the FIE, Mr. Rene Roch spoke and thanked the Pan American Confederation for the confidence they have placed in the FIE. He noted that the Pan American countries have consolidated their presence in the international arena with the many successes they have obtained through their athletes as well as their referees and other officials. These successes are important to ensure a modern and dynamic fencing. Mr. Roch confirmed his absolute support for the Pan American Confederation. |
Terminada la presentación del Sr. Roch, el Sr. Vergara quiso aclarar el carácter decisorio de un Congreso que no tuviera el quorum previsto por los estatutos. Presentó una moción pidiendo una “decisión de urgencia” del presidente para tomar decisiones y llegar a referendum, dándoldes poder a los presentes. El Sr. Bleyer hizo resaltar la importancia de poder resolver asuntos sin quorum, excepto para un congreso electivo. El Sr. Cramer comentó que hace algunos años había presentado algunas propuestas de cambio a los estatutos, entre los cuales aparecía la necesidad de dirigirse al asunto del quorum. Nunca se tomó una decisión sobre ese tema. |
Once Mr. Roch finished his presentation, Mr. Vergara asked for clarification of the decision-making powers of a Congress without the quorum required in the statutes. He offered a motion asking for “emergency powers” for the president to call for a vote, giving decision-making power to the members present. Mr. Bleyer pointed out the importance of being able to address issues without a quorum, except at an elective Congress. Mr. Cramer commented that some years ago he had presented a series of proposals for changes to the statutes, among which was the need to address the quorum issue. No decision made regarding that topic. |

El Presidente Roch indicó que la falta de
quorum de un 50% también ocurre en Europa y por lo tanto se ha reducido
el porcentaje al 30%. Hace falta tener en cuenta la meta que queremos y
obrar de buena fe. |
President Roch indicated that the lack of a quorum of 50% also occurs in Europe and therefore the per cent has been reduced to 30%. One has to bear in mind the desired goal and work in good faith. |
El Lic. Cornet sugirió que se llegara a un
consenso de que este Congreso tiene validez y que se continuara con el
orden del día. Argentina retiró su moción. Los asistentes aprobaron la
recomendación del Lic. Cornet unánimamente y el Presidente Illueca hizo
resaltar que de acuerdo a la votacion efectuada, por decision de la
mayoria de los delegados presentes las decisiones de este congreso
serían consideradas como válidas. |
Mr. Cornet suggested that a consensus be reached that this Congress is valid and that the agenda be followed. Argentina withdrew its motion. The delegates unanimously approved Mr. Cornet’s recommendation and President Illueca noted that, according to the vote that had taken place and by a decision of the majority of the delegates present, the decisions of this Congress would be considered valid. |
Como resultado de esta discusión se sacó a
relucir la necesidad de hacer reformas estaturiales. Se decidió que en
los Juegos Panamericanos del 2003, el congreso tendría dos sesiones,
una para estudiar y ratificar los cambios a los estatutos y otro para
tratar los temas del orden del día, incluyendo las elecciones. Los
cambios estatutarios se enviarán a todos los países miembros con
anterioridad (60-90 días) para que se pueda discutir y votar después de
haber estudiado su contenido y que pueden efectuar sus recomendaciones,
a traves del Presidente o de la Comision de Estatutos. Posteriormente
se decidió recomendar al Comite Ejecutivo de la Confederacion que el
congreso ordinario, tuviese lugar dos días antes del comienzo de los
Juegos, o sea el 31 de Julio. |
As a result of this discussion the need for reform to the statutes became apparent. It was decided that at the Pan American Games of 2003, the Congress would have two sessions: one to study and ratify changes to the statutes and another to deal with the agenda, including the elections. The statutory changes will be sent to all member countries ahead of time (60-90 days) so they can be discussed and voted upon after studying their content; recommendations should be made to the President of the Statutes Commission. Later it was decided to recommend to the Executive Committee of the Confederation that the ordinary congress take place two days before the beginning of the Games; in other words, on July 31st. |
Guadalupe pidió una aclaración sobre la
decision que se había tomado en diciembre en La Habana en la cual se le
otorgó a Guadalupe ser la sede del Campeonato Panamericano Juvenil y de
Cadetes del año 2003. El Presidente Illueca indicó que en La Habana
hubo una asamblea especial y no un congreso, puesto que no hubo
campeonato, aunque sí se conto con la asistencia de una gran mayoría de
federaciones afiliadas. La asamblea especial se convocó en un principio
para discutir la posición de la Confederación en cuanto a la
problemática de incluir sable femenino en los Juegos de Atenas del
2004. Para darle tiempo de organizar el Campeonato Panamericano Juvenil
y de Cadetes, Guadalupe pidió ser la sede en el 2003. En esa Asamblea
se voto por mayoria concederle la sede al retirarse Colombia, el otro
candidato aspirante a ser sede de los Campeonatos Juveniles y de
Cadetes. Ahora en el Congreso habría que ratificar esa decision. El
voto de los delegados fue unánime a favor de ratificar esa decision. |
Guadaloupe asked for a clarification about the decision that had been taken in Havana in December to make Guadaloupe the venue for the Junior and Cadet Pan American Championships in 2003. President Illueca indicated that in Havana there was a special assembly and not a congress, since there wasn’t a championship, although there was a large majority of member federations present. The assembly was called mainly to discuss the position of the Confederation regarding the problem of the inclusion of women’s sabre in the Olympic Games of Athens in 2004. To give them time to organize the Junior and Cadet Pan American Championships, Guadaloupe asked to be the venue for 2003. In that assembly there was a majority vote to award the venue to that country when Colombia, the other candidate to hold the Junior and Cadet Championships, withdrew. Now in the Congress, that decision needed to be ratified. The vote of the delegates was unanimously in favor of ratifying that decision. |
Dicho Campeonato tendrá lugar del 24 al 31 de
octubre en Petit Bourg. Se podrán alojar hasta 100 atletas en el centro
de educación física por $25 diarios. El Sr. Garat propone que todos los
atletas y acompañantes se alojen en un mismo hotel cuyo costo por
habitación triple sera de $38, incluyendo desayuno y cena. Hay un
pequeño suplemento por habitaciones sencillas o dobles. La nueva Sala
de Esgrima donde tendrá lugar el Campeonato cuenta con 13 pistas más 8
pistas de entrenamiento. Se están negociando precios especiales con
varias companies aéreas para una llegada hasta dos días antes del
comienzo del Campeonato y una salida hasta dos días después de
concluido. El Sr.Robert Garat propuso una lista del personal que quiere
invitar como dirigentes. Esto dio lugar a una discusión sobre el tema;
se considera que hay suficiente fuerza y calidad en el hemisferio para
cumplir con todos los detalles necesarios y no sera necesario invitar a
personas fuera de las Américas. |
Said Championship will take place Oct. 24-31
in Petit Bourg. Up to 100 athletes can be
housed at the physical education center for $25/day.
Mr. Garat proposes that all the athletes and team staff be
housed in the same hotel; the cost for a triple room will be $38,
including breakfast and dinner. There is a
small supplement for single and double rooms. The
new Fencing Salle where the championship will take place has 13 strips
plus 8 practice strips. Negotiations are
underway for special prices with various airline companies for arrival
up to two days prior to the beginning of the Championship and departure
up to two days after its conclusion. Mr.
Robert Garat proposed a list of personnel he would like to invite to
direct the tournament. This gave rise to a
discussion about the topic; it is felt that there is sufficient
strength and quality in our hemisphere to attend to all the necessary
details and it will not be necessary to invite people beyond the
Americas. |
En una reunion efectuada en La Habana se tomó
otra decision por unanimidad de los delegados, relacionada con la
realizacion del evento preolímpico del 2004. México presentó una
proposicion de ser sede ofreciendo en condiciones especiales para
alojamiento. El Presidente Illueca a todos pidió respetuamente que la
ratificación de esa decision se postergara para el Congreso Ordinario
de Santo Domingo, donde habria una presencia de la mayoria de las
federaciones afiliadas. Varios asistentes hicieron notar que, según los
estatutos, la decision tenía que hacerse con dos años de anticipación;
por lo tanto no se podia esperar hasta el verano del 2003 para decidir
el preolímpico que se celebrará en la segunda quincena de abril (la
clasificación de las copas mundiales cierra el 31 de marzo y los
campeonatos mundiales juveniles y de cadetes se celebran la primera
quincena de abril). |
At a meeting that took place in La Habana
there was a unanimous decision of the delegates, relating to the
pre-Olympic event in 2004. Mexico
presented a proposal offering to be the venue with special conditions
for housing. President Illueca
respectfully requested that the ratification of that decision be
posponed for the Ordinary Congress in Santo Domingo, where there will
be the presence of the majority of affiliated federations.
Several attendees made note of the fact that, according to
the Statutes, the decision had to be made two years prior; therefore,
it would not be possible to wait until the summer of 2003 to decide
about the Pre-Olympic tournament that will take place during the second
half of April (classification of the World Cups closes the 31st
of March and the Junior/Cadet World Championships will take place the
first half of April). |
En una reunion reciente de la Confederación
Suramericana, se pidió unánimamente reclamar la decision de La Habana
en cuanto al torneo preolímpico. El Presidente Illueca hizo notar que
primero había que decidir la propuesta de postergar votar en Santo
Domingo la decision del evento Preolimpico solicitado oficialmente por
Mexico y discutir este tema en el congreso de Santo Domingo. Hubo una
decision de siete votos contra cuatro, para aprobar que la cuestión
debería de ser resuelta en este Congreso Ordinario de Santiago de Chile
. |
At a recent meeting of the South American
Confederation, there was a unanimous request for withdrawal of the
decision of La Habana regarding the pre-Olympic tournament. President Illueca noted that first a decision
had to be made about the proposal to postopone the pre-Olympic event
officially requested by Mexico and to discuss this topic at the
Congress of Santo Domingo. There was a
decision of seven votes to four to approve that the matter be resolved
in this Ordinary Congress of Santiago de Chile. |

Tras un breve receso, Brasil y Chile
decidieron retirar sus candidatures y se formalizo una petición de
parte de los Estados Unidos. Por el voto de una mayoria resultó
victorioso Bolivia quien aseguró que realizaría un buen campeonato e
hizo una invitación formal al Presidente Roch de asistir al torneo
preolímpico en Santa Cruz de la Sierra que realizaria durante los dias
24 y 25 de abril, 2004. |
Following a brief recess, Brazil and Chile
decided to withdraw their candidatures and a bid by the United States
was formalized. By a majority vote,
Bolivia won, assuring that they would provide a good championship and
made a formal invitation to Rene Roch to attend the pre-Olympic
tournament in Santa Cruz de la Sierra that will take place the 24th
and 25th of April of 2004. |
El Sr. Cramer pidió perdón por no mencionarlo
antes, pero quería agradecer el apoyo que la FIE le había ofrecido al
Congreso Panamericano al cambiar la fecha de la reunión de la Comisión
de Arbitraje en Lausana a fin de permitir que el Congreso Panamericana
mantuviera su fecha anunciada. El Sr. Cramer le ofreció las gracias al
Sr. Roch por prestigiar el Congreso y también por los esfuerzos que ha
hecho por universalizar el arbitraje y mejorar su reconocimiento
mundialmente. |
Mr. Cramer excused himself for not having
mentioned it earlier, but he wanted to express appreciation for the
support given by the FIE to the Pan American Congress by changing the
date of the meeting of the Commission of Arbitrage that allowed the Pan
American Congress to maintain its announced meeting date.
Mr. Cramer offered his thanks to Mr. Roch for recognizing
the importance of the Congress and also for the efforts he has made to
universalize arbitrage and improve its recognition world-wide. |
Se procedió a discutir los resultados de las
muchas deliberaciones sobre el sable femenino (La Habana, Antalya,
Londres, Lisboa). Se enviaron cartas por correo electrónico sobre el
asunto a todas las delegaciones. Por desgracia, algunas cartas no
llegaron a causa de direcciones erróneas. Es importante tener toda la
información al día y se ruega a todos los países miembros de la
Confederación que le envíen al presidente y al Sr. Kolombatovich todo
cambio de personal, dirección postal y electrónico, números telefónicos
y de fax en cuanto ocurran. |
The results of the many deliberations about
women’s sabre (La Habana, Antalya, London, Lisbon) were then discussed. Several letters about this matter were sent by
electronic mail to all delegations. Unfortunately,
some letters didn’t arrive due to incorrect addresses.
It is important to have updated information and all member
countries of the Confederation are requested to send to the President
and to Mr. Kolombatovich any changes in personnel, mailing and
electronic addresses, phone and fax numbers, etc. as soon as they occur. |
El Sr. Roch indicó que se había hecho una
decision sabia en cuanto al sable femenino. Resaltó que a partir de los
Juegos Olimpicos de Peking se van a suspender muchos deportes. La
esgrima no va a sufrir cambios, pero si no se hubiera votado por el
sable femenino en los Juegos de Atenas, no habría sido posible
incluirlo en el 2008. El Sr. Roch agradeció el apoyo de los países
panamericanos para la representación de todas las disciplinas. El
Presidente Illueca agregó sus gracias por la solidaridad que había
mostrado la Confederación apoyando el sable femenino en una situación
difícil y complicada. También aprovechó el momento para agradecerle al
Sr. Roch la ayuda que está ofreciéndole a América, que ha resultado en
una mejora notable del deporte en los países que han recibido ayuda
equitativamente distribuida. Sin embargo hay problemas que repercutan
en nuestros países: hay países de otras partes del mundo que cuestionan
la ayuda que brinda la FIE a los paises del continente americano. Es
importante hacer lo nuestro: asistir a torneos, dar los reportes
exigidos que comprueben que el apoyo recibido se ha utilizado dentro de
los parametros de este tipo de ayudas. |
Mr. Roch indicated that a wise decision had
been made regarding women’s sabre. He
pointed out that, as of the Olympic Games in Peking, many sports will
be eliminated. Fencing will not have any
changes, but if there had not been a vote to include women’s sabre in
the Games in Athens, it would not have been possible to include it in
2008. Mr. Roch thanked the Pan American
countries for their support for the representation of all disciplines. President Illueca added his thanks for the
solidarity that the Confederation showed in supporting womens sabre in
a difficult and complicated situation. He
also took the opportunity to thank Mr. Roch for the help he is giving
to America, which has resulted in a noticeable improvement of the sport
in the countries that have received this equitably distributed
assistance. Nevertheless, there are
problems that impact our countries: there
are countries in other parts of the world that question the assistance
that the FIE has offered to the American continent.
It is important that we do our part: attend
tournaments, submit the required reports that confirm that the
assistance received has been used within the parameters of this type of
help. |
El Presidente Illueca dio un reporte sobre la
preparación de los Juegos Panamericanos del 2003 en Santo Domingo. El
Director Técnico de Esgrima, el Sr. Julio González Tirador de Cuba, ha
visitado la sede (Santo Domingo) dos veces en los últimos meses para
comprobar las instalaciones y otros preparativos y ayudar en la
formación de árbitros en el país sede. Las competencias de esgrima
tendrán lugar en un Centro de Judo que se está ampliando en estos
momentos; hay solicitud formal de que el mismo cuente con un sistema
aire acondicionado. Se instalarán ocho pedanas y de dos a cuatro
adicionales en un lugar cercano para el entrenamiento de los atletas.
Se comentó que cuatro pedanas más la pedana de la final serían
suficientes para el desarrollo de todas las competencias. Según el Sr.
Roch, por lo general se quiere tener muchas pedanas pero por
consiguiente baja la calidad de los árbitros. A su parecer, es
recommendable desarrollar las pruebas con un número menor de pedanas y
poder asegurar la calidad de arbitraje. |
President Illueca gave a report about the
preparations for the 2003 Pan American Games in Santo Domingo. The Technical Director for Fencing, Mr. Julio
Gonzalez Tirador of Cuba, has visited the site (Santo Domingo) twice in
the last few months to check on the installations and other
preparations, and to help with the training of referees in the host
country, The fencing competitions will
take place in the Judo Center which is being expanded at this time;
there is a formal request that it have an air conditioning system. Eight strips will be installed along with two
to four additional ones in a nearby place for athletes to be able to
practice. It was commented that four
strips along with the final strip would be enough for all the
competitions to take place. According to
Mr. Roch, generally many strips are requested, but this leads to a
lower quality of refereeing. To his
thinking, it is better to have the competitions take place with a
smaller number of strips and ensure the quality of refereeing. |
Se van a presentar las seis armas en
competencias individuales y por equipo. Sin embargo, no se permiten más
de 140 atletas en Esgrima (como en Winnipeg, donde hubo dos
competencias menos). Se permitirán tres atletas por país, sin suplentes
para los equipos (dos atletas por país en las competencias
individuales). Si la cuota se excede, se les pedirá a los países con
equipos completos que den de baja a uno de sus atletas hasta llegar a
la expectative de 140 atletas. |
There will be six weapons in the individual
and team competitions. However, no more
than 140 athletes will be allowed in Fencing (as was the case in
Winnipeg, where there were two fewer competitions).
Three athletes per country will be allowed, without
substitutes for the teams (two athletes per country for the individual
competitions). If the quota is exceeded,
the countries with full teams will be asked to remove one of its
athletes until the expectation of 140 athletes can be reached. |
Las pruebas se iniciarán a las 9:00 de la
mañana. La primera prueba será la que tenga más inscritos. La segunda
prueba empezará con una diferencia de dos horas. Se desarrollarán todo
seguido hasta la final de cuatro tiradores a las seis de la tarde. |
The competitions will start at 9:00 in the
morning. The first competition will be the
one with the greater number of registrants. The
second competitions will begin two hours later. They
will both be run straight through until the final of four fencers at
6:00 p.m. |
Los oficiales tienen que ser aprobados por la
FIE. Se presentará la candidatura de Groupierre (Argentina), Anderson
(Estados Unidos), Rodríguez (República Dominicana), Simont (México),
Herzer (Brasil) y Ebert (Chile – suplente) para el Directorio Técnico;
Cramer (Brasil) y Kolombatovich (Estados Unidos) para arbitraje; Daniel
De Chaine (Estados Unidos) como representante de la Comision SEMI; y el
Dr.Ezequiel Rodríguez Rey como delegado de la Comision Medica. La FIE
cubrirá los gastos de transporte, alojamiento, etc. de dos árbitros
seleccionados entre los mejores de America. |
The officials must be approved by the FIE. The following candidates will be presented: Groupierre (Argentina), Anderson (United
States), Rodríguez (Dominican Republic), Simont (Mexico), Herzer
(Brazil) and Ebert (Chile - replacement) for the Directoire Technique;
Cramer (Brazil) and Kolombatovich (United States) for arbitrage; Daniel
DeChaine (United States) as a representative of the SEMI Commission;
and Dr. Ezequiel Rodríguez as the delegate from the Medical Commission. The FIE will cover the expenses for
transportation, lodging, etc. of two referees selected amongst the best
in the Americas. |
En general, ha habido muchos problemas con
estos Juegos, hasta el punto de que casi se le ha intentado quitar la
sede a Santo Domingo. Ha habido problemas económicos, no han conformado
con los requisitos de los Juegos y los últimos informes han sido poco
alagadores. No se ha avanzado mucho en las instalaciones durante los
últimos meses, como se confirmó en una reunión reciente de la ODEPA en
México. |
In general, there have been many problems with
these Games, to the point that the venue was almost taken away from
Santo Domingo. There have been economic
problems, they have not conformed with the requirements of the Games,
and the most recent reports have not been positive.
There has not been much improvement in the installations
in recent months, as was confirmed at a recent PASO meeting in Mexico. |

manera de exigir una clasificación para los Juegos Panamericanos. Habrá

In the name of the South American
Confederation, Mr. Groupierre focused on the development of Fencing
that has taken place in the Americas, in great measure thanks to the
support of the FIE. The Confederation
covers a vast area that leads to certain complexity.
Communication is not easy. There
are Class A World Cups in several countries; there are countries with
greater and less development, but there is an excellent level in some
cases. With the help of the FIE, there is
a school for masters in Uruguay that will move to Bolivia (Santa Cruz
de la Sierra) next year, beginning January 20, for two academic
semesters. Mr. Kolombatovich will provide
information about the course on the Pan American Confederation web site. |

There was then some information offered about
the fencing courses offered under the sponsorship of the PASO Olympic
Solidarity program. Some are regional and
some are continental. Mr. Groupierre

Río de Janeiro, al igual que República Dominicana en Santo Domingo. Se
llevó a cabo la votacion, ganando la ciudad de Río de Janeiro en
Brasil, la sede para el 2004. |
The first matter that was to be discussed was
the selection of a site for the Pan American Junior/Cadet Fencing
Championship for 2004. Colombia had
already sent a formal request to be the venue, although there was no
indication of a specific city. Brazil also
presented a bid for the city of Rio de Janeiro, as did the Dominican
Republic for the city of Santo Domingo. A
vote took place, won by the city of Rio de Janeiro in Brazil, the venue

President Illueca exhorted all the presidents
from the Pan American countries to attend the meetings of the FIE as

The meeting turned to the selection of the
person or entity that could be given the recognition award of Pan
American Merit. The candidacy of Pilar

George Kolombatovich habló del “Juego de los
Titanes” previsto para el 14 y 15 de febrero de 2003 en San José,
California. Consiste de ocho deportes, entre ellos la Esgrima. Se está
contemplando un encuentro de equipos, tipo estafeta (un representante
de cada arma), entre los Estados Unidos y los “all-stars” del resto de
las Américas (no más de un representante por país). Hay un sponsor que
se ocupará de todos los gastos de los atletas; además hay un total de
$100,000 de premiación (repartido entre los ocho deportes). En cuanto
se finalicen los detalles, se mandará una notificación a todos los

George Kolombatovich spoke about the “Titan
Games” that will take place February 14 and 15 of 2003 in San Jose,
California. They will include eight
sports, among them, Fencing. A possible
format will be a relay team (one representative for each weapon)
between the United States and the “all stars” of the rest of the
Americas (no more than one representative per country).
There is a sponsor that will underwrite
all the
expenses of the athletes; there is also a
total of $100,000 in prize money (shared amongst the eight sports). As soon as the details are finalized, a notice
will be sent to all countries of the Confederation. |
