The Policy and Planning Committee (PPC) proposes to establish an Educational Policy and
Planning Committee (EPPC), reporting to PPC and to the Executive Vice President of Arts &
Sciences (EVPAS), and charged with coordinating the work of the major curriculum committees
of the Faculty of Arts and Sciences, and advising and making recommendations to PPC and
EVPAS on matters of educational policy and planning. The EPPC will have the following
members: the EVPAS; the Dean of Columbia College as Vice President for Undergraduate
Education; the Dean of the Graduate School of Arts and Sciences as Vice President for Graduate
Education; the Chair of the Committee on the Core (or designee); the Chair of the Committee of
Major Cultures (or designee); the Chair of the Committee on Science Instruction (or designee);
three members of PPC, including the Chair of PPC (the other two PPC members shall be from
the divisions not represented by the Chair), and three additional members of the Faculty of Arts
and Sciences, one from each division. The PPC shall work with EVPAS and Deans to appoint a
faculty chair of EPPC. The Dean of the School of General Studies and the Chair of the
Committee of Instruction of the School of Engineering and Applied Sciences will be nonvoting
ex officio members of EPPC.
The PPC is establishing EPPC under the authority of the Stated Rules of the Faculty of Arts and
Sciences in order to implement a key recommendation of the President’s Task Force on
Undergraduate Education and to fulfill a mandate envisioned by the Academic Review
Committee’s (ARC) Report on Faculty Governance. The Stated Rules of the Faculty of Arts and
Sciences specifically authorize PPC to work with the EVPAS and Deans to constitute and
appoint members of standing committees, and to evaluate the work of those committees. The
Task Force on Undergraduate Education urged the creation of EPPC in order to coordinate
curriculum planning. The ARC Report on Faculty Governance specifically allocated the
concerns of the EPPC, as proposed by the Task Force and extended to encompass graduate
education, to the jurisdiction of PPC.
The PPC intends to work closely with EVPAS to appoint the faculty members and Chair of the
EPPC. First, PPC will consult with EVPAS to choose two of its own members for EPPC, one
per each division not represented by the Chair of PPC. Second, PPC proposes to adapt a
recommendation of the Task Force for appointing the three additional faculty members of the
EPPC. The PPC will propose a slate of six candidates, two from each division. The EVPAS, in
consultation with the Deans, will select from this slate one candidate from each division. Third,
PPC proposes that EVPAS, in consultation with PPC and Deans, appoint a senior faculty
member as Chair. The PPC reserves the right to use different methods of appointment.
