The Law School's Russia Exchange and the Harriman Institute will hold the first annual Hazard Conference, titled "Crime and Corruption in Russia and its Impact on Western Involvement," on Feb. 23 from 9:30 A.M. to 5:15 P.M. in 1512 of the International Affairs Building.
Speakers will include Stephen Handelman, associate fellow of the Harriman Institute and author of Comrade Criminal and numerous articles on Russian crime, who will speak on "The Politicization of Crime" and will sign copies of his book. Other speakers will include Erika Daily, research associate at Human Rights Watch/Helsinki and author of reports including "Crime of Simply Punishment? Racist Attacks by Moscow Law Enforcement"; Louise Shelley, professor at American University's department of justice, law and society of public affairs, School of International Service, and co-editor-in-chief, Demokratizatsiya, and Mark Medish, the UN Development Program's special assistant to the administrator, and former Councilor to Thomas A. Dine, assistant administrator of USAID, Europe/NIS Bureau.
Topics will include "Law Enforcement without Limits: Human Rights Fall Victim to the Moscow Police's War on Crime," "Regional Differences in Organized Crime" and "U.S. Governmental Involvement in the Evolution of Russian Law Enforcement and the Combat of Organized Crime."
Registration fees are $5 ($3 with C.U.I.D) and $5 for others.
Proceeds will go to the Russia Exchange Program.
