The Anime Club of Columbia
Constitution

Preamble

In order to promote Japanese Animation as well as OTHER forms of Animation, we, the members of Anime Club of Columbia, establish this constitution.

Article I

NAME OF ORGANIZATION

The name of this organization shall be Anime Club of Columbia hereinafter referred as ACC.

Article II

OBJECTIVE/PURPOSE

The purpose of this organization shall be to promote cultural and technological interest through animation.

Article III

MEMBERSHIP

Membership - All organizations must be open to all students attending Columbia University, and the organization or its membership cannot discriminate because of race, color, religion, sex, national origin, sexual orientation, or handicap.

Section 1, Eligibility:

All regular day students of Columbia University shall be eligible for membership.

Section 2, Active Membership:

Any student who paid "membership dues" and attended at least 6 regular meetings during the academic year qualify for "Active" or "Voting" membership.

Section 3, Inactive Membership:

Any student who ONLY attends special events sponsored by Animation Club at Columbia qualify as Inactive Membership.

Article IV

OFFICERS

Section 1, Number and Method of Elections:

ACC shall elect from the active membership a President, Vice President, Treasurer and Secretary at the SECOND to last meeting of the academic year.

        1. A list of candidates are nominated from the active membership.
        2. The name of candidate and the position they seek are then printed on a ballot sheet.
        3. The active members of ACC will pick one candidate for each position on the ballot sheet.
        4. If there is a tie, a new ballot sheet with the candidates are printed and a new vote is taken.
        5. Section 2. Duties of Officers:

          A. The President shall:

          1. Preside over all meetings of ACC.
          2. Meet with other officers to discuss meeting responsibilities
          3. Meet with the adviser to finalize the meeting agenda.
          4. Delegate responsibilities to appropriate officers.
          5. Vote only in the case of ties.
          6. Maintain discussion to relevant items on the agenda.
          7. B. The Vice-President shall:

            1. Preside over all meetings or ACC.
            2. Meet with President and advisor before each meeting.
            3. Check to see that all participants for the meeting are notified.
            4. Arrange for the meeting place and the physical setting of the room.
            5. Meet all visitors, welcome them, and determine if they wish to be placed on the agenda.
            6. Inform the president if visitors wish to be placed on the meeting agenda.
            7. Take the place of the president if absent.
            8. Recommend ways of improving the efficiency and effectiveness of meetings.

D. The Secretary shall:

      1. Preside over all meetings of ACC.
      2. Meet with President and advisor before each meeting.
      3. Work cooperately with the vice president to make available the work tools for each meeting.
      4. Take attendance quickly and efficiently and keep permanent records.
      5. Present incoming mail to the organization.
      6. Answer all correspondence following the organization's instructions after the meeting.
      7. Recommend ways of improving the efficiency and effectiveness of meetings.
      8. Cancel a meeting if both the president and vice president are absent.
      9. Help build and maintain the group image and reputation.
    1. The Treasurer shall
      1. Preside over all meetings of ACC.
      2. Meet with President and advisor before each meeting.
      3. See that the organization develops a yearly budget of expenditures and income.
      4. Maintain on paper a record of all transactions regarding the use of ACC's funds.
      5. Work closely on all money matters with advisor and president.

Section 3, Terms of office

Each officer is to serve one academic year. Each officer may be re-elected to the same office if at least two active members (other than the present officers of ACC) nominate him/her.

Article V

FACULTY ADVISOR(S)

 Section 1, Number and Term of Office:

ACC will have at least one faculty advisor and no more than two. Each faculty advisor is to serve 1 academic year.

Section 2, Method of Appointment:

The Officers of ACC will hold a private meeting and select an advisor for ACC.

Section 3, Duties:

The advisor(s) will review every agenda before ACC holds a general/special meeting. The advisor will oversee any events sponsored by ACC.

Article VI

Section 1, Regular Meetings:

Regular meetings will be held during club hours at least once a month.

Section 2, Special Meetings:

Special Meetings will be called by the officers of ACC and members are notified with a post on the bulletin board. Special Meetings will be called when officers feel a need to have an additional meeting to better the purpose of ACC.

Emergency Meetings will be called by the President or Vice President of ACC and other officers are notified with a post on the bulletin board.

Emergency Meetings will be called to discuess an important change in the agenda.

Article VII

QUORUM

A quorum consists of one more than half the total active membership.

Article VIII

AMENDMENTS

Section 1, Procedure for Amendment:

      1. Amendments are submitted in writing to the officers of ACC.
      2. Amendments will be read at two meetings by an officer of ACC before a vote is taken.
      3. A vote is taken by the active membership at the 2nd meeting.
      4. Two-thirds of the active membership is required for amendment.

Section 2, Ratification:

Ratification of an amendment requires two-thirds of the active membership and then submitted to the Student Council (or Ad Hoc Student Activities Committee when Student Council is not active) for approval before it becomes official.
