Constitution

The purpose of the Columbia College Student Council shall be to act as the ultimate representative of the views of the Columbia College student population by instituting and pursuing academic and political policies of interest to the student body; to provide student input on student activities policies and to make appropriate recommendations; to act as a liaison between the student body and the College and University administrations, the community, the government and other individuals and organization; and to inform the University's students and community activities.

Article I: Name

The name of this governing body shall be the Columbia College Student Council (CCSC).

Article II: Membership and duties

Section 1. The CCSC shall be comprised of the following: the President; the Vice President; the Secretary; the Communications Representative; the Treasurer; the Representatives for Academic Affairs and College Policy; the Representative for Student Services; the representative of Community Affairs; the Representative for Governmental Affairs; the Representative for Intergroup Relations; two Representatives-at-Large; all University Senators representing the student body of Columbia College; the highest-ranking officer of the Undergraduate House Council (UHC) who is a Columbia College student; and the four Presidents of the Classes.

Section 2. The Executive Council shall be comprised of the following: the President; the Vice President; the Secretary; the Communications Representative; the Treasurer; the Representatives for Academic Affairs and College Policy; the Representative for Student Services; the representative of Community Affairs; the Representative for Governmental Affairs; the Representative for Intergroup Relations; two Representatives-at-Large.

Section 3. The CCSC shall have the power to collect revenue; to formulate the budget of the CCSC; to represent the student body of the Columbia College; to act on behalf of the student body of Columbia College; to establish committees; to do that which is necessary, proper or desirable for the fulfillment of powers and duties. In addition, it shall be the responsibility of CCSC to make public any actions that affect the student body through resolutions, statements and budget reports.

Section 4. The President shall serve as the primary spokesperson for and representative of the CCSC as well as the student body of Columbia College; bear primary responsibility for the execution of all CCSC directives; chair meetings of the CCSC; maintain relationships with the Faculty, Administration, and Board of Visitors of Columbia College; maintain relationship with the Ivy Council; maintain relationships with the student government of other undergraduate schools of Columbia University; determine CCSC representation on the Student Activities Advisory Board; have power to act for the CCSC in an emergency, and shall report the emergency at its first meeting following such emergency; have the power to call emergency meetings of the CCSC with adequate notice; have the power to delegate authority.

Section 5. The Vice President shall fulfill the duties of the President in the absence of the President; assist the President in the fulfillment of the duties of the President; become the President upon resignation, removal or death of the President; maintain relationships with the appropriate members of the student government of the other undergraduate schools of Columbia University; serve as a liaison between the CCSC and the Chair's Council; shall oversee the selections process of the Lionel Trilling Award and the Mark Van Doren award; maintain relationships with appropriate members of the student governments of the other undergraduate schools of Columbia University; consult with Secretary and Communications Representative regarding issues of this Constitution; propose and carry out in consultation with the Secretary CCSC directives ensuring that this Constitution is adhered to by all members of the CCSC.

Section 6. The Secretary shall be the primary administrator of the CCSC's intracouncil communications; keep records of all actions taken by the CCSC; maintain and promulgate the minutes and updated calendars of the CCSC, as well as the voting records of members of the CCSC; establish and maintain CCSC's internal electronic mail lists; compile agendas from committee chairs and class presidents at the beginning of each semester to make them known to the CCSC; maintain a record of attendance of members of the CCSC at meetings of the CCSC; distribute an accurate copy of this Constitution and its by-laws to each member of the CCSC at the beginning of each academic year; serve as advisor to the President regarding CCSC's communications with the Columbia Daily Spectator and other media publications and productions; consult with the Communications Representative and Vice President on a regular basis; propose and carry out CCSC directives pertaining to the administration of CCSC's internal affairs.

Section 7. The Communication Representative shall be the primary administrator of the CCSC's communications with the student body, faculty administration and other members of the College and University's students and communities; maintain and regularly update CCSC's page on the World Wide Web; produce a monthly newsletter and calendar to inform the committee chairs and class presidents to include in the newsletter and calendar; oversee the operations of the Student Government Office; serve as advisor to the President regarding CCSC's communications with the Columbia Daily Spectator and other media publications and productions; maintain relationships with the appropriate members of the student governments of the other undergraduates schools of Columbia University; consult with the Secretary regarding communications issues; propose and carry out CCSC directives pertaining to the administration of CCSC's publicity and external affairs.

Section 8. The Treasurer shall implement procedures which ensure fair and timely funding of student activities; administer and monitor the budget of the CCSC; be the primary financial officer of the CCSC; provide weekly financial reports to the CCSC; oversee the recognition and advisement of student organizations; formulate recommendation for the CCSC regarding the student activities fee; serve on the Union of Student Organizations; maintain relationships with the appropriate members of the student governments of the other undergraduate schools of Columbia University; maintain contact with the chair of the Academic Awards Committee; oversee the funding of the Academic awards Reception; propose and carry out CCSC directives pertaining to finance.

Section 9. The Representative for Academic Affairs and College Policy shall be responsible for issues relating to academic affairs and College policy; chair the committee on Academic Affairs and College Policy; ensure through relationships with faculty members and administration that all information concerning academic issues is provided to the Columbia College Student body; oversee the recommendation process for appointing student representatives to the Committee on the Core Curriculum and the Committee on Instruction; maintain relationships with the student representatives on the Committee on the Core Curriculum and the Committee on Instruction, propose and carry out CCSC directives pertaining to academic affairs and College policy.

Section 10. The Representative for Student Services shall oversee the maintenance and the improvement of the quality of student services, which include, but are not limited to, health services, career services, residence halls, fire safety, security, athletic facilities, dining services, renovations and facilities management; act as the primary intermediary between the student body and administrators of student services; chair the Committee on Student Services; maintain relationships with the appropriate members of the student government of the other undergraduate schools of Columbia University; propose and carry out all CCSC directives pertaining to student services.

Section 11. The Representative for Community Affairs shall oversee the maintenance and improvement of the CCSC's relationship with the local community; consult with the Representative for Governmental Affairs on local-government matters; chair the Committee on Community Affairs; maintain relationships with appropriate members of the student government of the other undergraduate schools of Columbia University; propose and carry out all CCSC directives pertaining to community affairs.

Section 12. The Representative for Governmental Affairs shall oversee the maintenance and improvement of the CCSC's relationship with the city, state, and national governments; monitor developments in higher education and in financial aid to students and to educational institutions; chair the Committee on Governmental Affairs; maintain relationships with appropriate members of the student governments of the other undergraduates school of Columbia University; propose and carry out all CCSC directives pertaining to governmental affairs.

Section 13. The Representative of Intergroup Relations shall oversee the maintenance and improvements of intergroup relations on campus; address issues relating to race, religion. ethnicity. gender, and sexual orientation; work to promote mutual understanding and civility on campus; chair the Committee on Intergroup Relations; maintain relationships with appropriate members of the student governments of the other undergraduate school of Columbia University; propose and carry out all CCSC directives pertaining to intergroup relations.

Section 14. The Representatives-at-Large shall propose and act on projects of concern to the student body by serving on at least two committees each; maintain relationships with appropriate members of the student governments of the other undergraduate schools of Columbia University; serve as chair of CCSC created ad hoc committees.

Section 15. The Presidents of the Classes shall be voting members of the CCSC; chair class committees composed of class delegates; require said delegates to each serve on different standing committees of the CCSC to be determined after their election; be the primary programmers for class events; meet regularly in a Class President's Council, chaired by the President of the Senior Class, to coordinate events and increase communication; represent their respective Classes; give periodic updates to the CCSC of their activities; maintain relationships with appropriate members of the student governments of the other undergraduate schools of Columbia University; propose and carry out all CCSC directives pertaining to Class programming and issues.

Section 16. The Vice Presidents of the Classes shall be non-voting members of the CCSC, fulfill the duties of their respective Presidents of the Classes in the absence of a President; become the President of their respective classes upon the resignation, removal or death of a President; serve on their respective class committees; assist in programming of class events; assist in proposing and carrying out directives pertaining to Class programming and issues.

Section 17. The Class Delegates shall be required, as individuals, to serve as voting members of their respective class councils; shall be required to serve on one of the standing committees on CCSC; shall be responsible for attending weekly class council meetings; assist the president and vice president to identify relevant campus issues; make consistent efforts to solicit the thoughts and feelings of the student body on these issues; meet as a group with the full CCSC at least once each semester to present ideas, concerns, and criticisms of the student body, to help determine the agenda and actions of the CCSC. The Class Delegates shall be elected by their classes during regular CCSC elections, and in the case of any vacancies, be appointed by their respective Class Presidents.

Article III: Commission on Elections Nominations and Appointments

Section i. Duties. The Commission on Elections, Nominations, and Appointments (CENA) shall ensure and conduct fair and timely elections for all offices of the Columbia College Student Council, unless otherwise stipulated by this Constitution; formulate and execute all elections rules, which must be approved by a 2/3 majority of a quorum of the CCSC; commence to fill vacant positions on the Executive Council, and commence to elect the Presidents of the First-Year Classes and any pre-fall election vacancies by the thirtieth day of classes of the fall term; oversee with the President and Vice-President of the CCSC appointments to positions that have become vacant after the start of the academic year

Section ii. Officers. The Commission should elect its own officers by the vote of a simple majority. The officers of the Commission shall include, but shall not necessarily be limited to the Chairperson, Vice Chairperson, the Secretary, and the Treasurer.

Section iii. Chairperson's duties. The Chairperson of the Commission must attend one CCSC meeting per semester before conducting the fall and spring elections; announce the schedule of election activities two weeks prior to the information session, report any changes in the CENA regulations; address CCSC's concerns regarding elections.

Section iv. Term of Office. Terms of the Commission shall end at noon on the day of their own University Commencement, or immediately upon withdrawal from Columbia College, or when removed due to academic, disciplinary, or equally serious reasons; and the terms of their successors shall begin immediately upon confirmation.

Section v. Recognition of appointments. No appointment to CCSC which has not been approved by a simple majority vote of the CCSC shall be representative of the Columbia College Student Body.

Article IV: Judicial Board

Section i. Granting of Judicial Powers. All judicial powers granted herein that relate to elections shall be vested in the Judicial Board.

Section ii. Membership. The Judicial Board shall be composed of seven members.

Section iii. Officers. The officers of the Judicial Board shall include, but shall not be limited to the Chairperson, the Vice Chairperson, and the Secretary.

Section iv. Duties. The Judicial Board shall review all petitions made to the Judicial Board that are appeals of decisions of the Elections Commission; render decisions on elected petitions; published its decisions; remove any member of the Elections Committee who has failed to uphold the duties of his or her office; decide all appeals with respect to the violation of the election rules; and review and ensure the enforcement of election rules.

Article V: Meetings

Section i. Quorum. The quorum for meetings of the CCSC and its commissions and task forces shall be a majority of their membership.

Section ii. Public Meetings. All meetings of the CCSC shall be open to the public unless otherwise stipulated by simple majority.

Article VI: Terms of Office

Section i. Terms of Members of the CCSC. The terms of the members of the Executive Council and the Presidents of the Classes shall end at noon on the day of the University Commencement program; and the terms of their successors shall begin. All decisions made by the incoming Council before the start of their terms shall take effect at noon on the day of Commencement.

Section ii. Number of positions to be held. No member may hold two elected offices within the CCSC during the course of a term. A member must resign an office in order to announce candidacy for another concurrent office..

Section iii. Terms of Members of the CENA and Judicial Board. The terms of members of the CENA Judicial Board shall end at noon on the day of their own University Commencement, or immediately upon withdrawal from Columbia College, or when removed due to academic, disciplinary or equally serious reasons; and the term of their successors shall begin immediately upon confirmations.
