The Columbian
Constitution

Article I Name

This organization shall be known as the "Columbian".

Article II Purpose

The purpose of this organization shall be to publish the official Yearbook of Columbia College which shall consist of a chronicle, in text and illustrations, of the events of the College year, and which shall appear before the final examination period in May.

Article II Officers

The officer of this organization shall be an Editor-In-Chief, a Business manager, a Managing Editor, and an Associate Editor. These officers shall constitute the Managing board.

Article IV Finances

Section 1

The fiscal affairs of this publication shall be carried out by the Business Management and the Business Board under the supervision of the Managing Board, in cooperation with the Director of Kin's Crown Activities.

Section 2

All revenues and expenditures of this publication shall pass through the King's Crown Office and shall be held by that office and disposed of only as decided by the Managing Board in cooperation with the Directors of King's Crown Activities.

Section 3

At the end of each year, fifteen (15%) percent of any income accruing to the publication from excess advertising or other sources of income after all obligations have been met, shall be deposited with the Director of King's Crown to be placed in a Reserve fund which shall be permanent and cumulative. Such Reserve Fund shall be used for the benefit of the Columbian to meet deficits or any extraordinary expenditures that may arise. The remainder shall be equally divided among the members of the Managing Board.

Article V Organization and Duties

Section 1

The Editor-in-Chief shall be the official head of the publication, and shall be its official spokesman and representative. HE shall coordinate the activities of the various boards.

Section 2

The Columbian shall be organized into the following boards: Editorial Board, Business Board, Photography Board, and Art Board. I the Editor-in-Chief and the Managing Editor so decide, there may also be a Production board.

  1. Editorial Board
  2. The Editorial Board shall be under the direction of the Associate Editor and shall supply all literary material for the Columbian. Subject to the approval of the Managing board, the Editor in Chief and Associate Editor may subdivide the Editorial Board into various sections and may appoint Editorial Associates to head these sections.

  3. Business Board
  4. The Business Board shall be under the direction of the Business Manager and shall carry out the duties set forth in Article IV. Section1. Subject to the approval of the Managing Board, Editor in Chief and the Managing Editor may appoint a Photography Editor who shall head the Photography Board and shall be responsible to the Managing Editor.

  5. Photography Board.
  6. The Photography Board shall be under the direction of the Managing Editor and shall supply photographs for the Columbian. Subject to the approval of the Managing Board for the Editor in Chief and Managing Editor may appoint an Art Editor who shall head the Art Board and shall be responsible to the Managing Editor.

  7. Art Board
  8. The Art Board shall be under the direction of the Managing Editor and shall supply art work for the Columbian. Subject to the approval of Managing Board, Editor in Chief and Managing Editor may appoint an Art Editor who shall head the Art Board and shall be responsible to the Managing Editor.

  9. Production Board

The Production Board, if any, shall be under the direction of the Managing Editor and shall assist him in the technical work of the production of the Columbian.

Article VI Elections

Section 1

  1. Any regularly matriculated student in Columbia College shall be eligible to become a candidate for any Board of the Columbian provided that he is also eligible in accordance with the regulations of King's Crown
  2. Any candidate who has served for at least on term and who has at least sophomore academic standing by terms shall be eligible for election to a board other than managing board by a majority vote of the managing board.
  3. Any member of a board who has served at least two terms shall be eligible for election to the managing board provided that at the time of taking office he shall have at least junior academic standing by terms if a candidate for managing editor or associate editor, or senior academic standing by terms if a candidate for editor-in-chief or business manager.
  4. Only members of the Business board shall be eligible for election to the post of business manager. Members of the business board shall not be eligible for election to any other managing board post.

Section 2 Election of the Managing Board.

By the fifteenth of April of any year, the managing board shall meet and , by majority vote, select the Managing board for the following year. Each member of the Managing Board shall have one vote in this election. The Managing board so selected shall be submitted for approval to the Board of Student Representatives. , together with whatever documentary evidence as it may seem advisable to include, as to the qualifications of the elected officers, as to service, attitude and ability. If the new Managing Board is approved by a majority vote of Student Board, the appointment shall be considered in effect. If Student Board, by a majority vote rejects the recommended Managing board, the disagreement, with reasons attached, shall be transmitted in writing to the Editor-in-Chief. Within three days of the time of receipt, the retiring Managing Board shall meet to consider the objections of Student board and shall return its reconsidered opinion to the Student Board. Student Board shall meet within one week of receiving the Managing Board's reply. Every member of Student Board shall be present at this meeting. IN the event that the second decision of the Managing Board is rejected by a majority vote of Student Board, the dispute shall, within one week, be submitted to a committee of three to be composed of a representative of the old Managing Board, and a chairman chosen by agreement of the two bodies. The decision of this committee shall be final and beyond appeal.

Section 3 Election to Subordinate Boards

The Managing Board may, at any time, elected candidates to membership in the editorial, business, photography, art, and production boards provided that such candidates fulfill the eligibility requirements of section 1, paragraph B of this article. Candidates for election to the Editorial Board must be nominated by the Associate Editor; those for election to the Business board must be nominated by the Business Manager; and those for election to the photography, art, and productions board by the managing editor. However, the editor in chief has the right to nominate any candidate for election to any of those boards.

Section 4 Suspension

The managing board shall have the power, by majority vote, to suspend any member of the staff or managing board of the Columbian. However, if such removal should be contested, the action of the managing boar shall be taken before the Board of Student Representatives and, if no agreement can be reached, the procure as in Section 2 shall be followed out.

Section 5 Filing Vacated Position

The managing board shall have the power to fill any position vacated by a majority vote.

Article VII Activities

This organization, and all members participating in it, shall be under the guidance and subject to the rules and regulations of King's Crown Activities.

Article VII Amendments

This constitution may be amended upon written notice of not less than five days to all members of the managing board by a majority vote, but such n amendment, before becoming effective, shall be approval by the Director of King's Crown Activities.

Article IX Implementation

Section 1

Upon taking office, each member of the Managing Board shall deliver the Director of King's Crown Activities a written statement to the effect that he, the member of the managing board, has carefully read this constitution of the Columbian.

Section 2

It shall be the duty of the managing board to maintain a manual of practice which shall contain a copy of this constitution and any other statements of policy and practice which the board may adopt. At least on copy of the manual must be freely accessible in the office of the Columbian at all times.
