On April 4th, 2006 the Saltzman Institute Harriman Institute co-hosted a forum Belarus After the Presidential Election” .  See below for highlights or to access the entire text.


“So what this means is the president, the repressive apparatus in Belarus is getting

into a different kind of mood for a different kind of mode.  Low-level oppression,

repression that relies on internal repression, is really not going to work now as it worked

two years, three years ago.  And most importantly, in the mentality and the perception of

people like Lukashenko, this is not working.  So what we are going to see is a situation

where higher levels of repression will be needed in the next weeks and months.  After all

it was Lukashenko himself who, a few weeks before the election, said that we will break

necks of terrorists come oppositionist leaders.  So this is going to introduce a new

dimension in the political game.”
