Implementation
Many of the factors mentioned above facilitated implementation of PL 104-121.  These include cost concerns, ideological shifts, differences in treatment approach, and political will.  An additional factor facilitating passage of Title I, Section 105 was the movement of social service provision from the federal level to the state level present at the time of the bill's passage.  The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996, for example, was being debated at the same time as PL 104-121.  A major component of PRWORA was the Temporary Assistance for Needy Families (TANF) program that implemented block grants allowing states to develop their own programs to provide services to low-income children and families.  This was a significant departure from the Aid to Families with Dependent Children program, the program TANF replaced, which was primarily a federal program. PL104-121 followed this trend by shifting responsibility for substance abusers from federal care to state care.
