Brendan Kelly is a Ph.D. Candidate in Social Policy Analysis at the Columbia University School of Social Work. For Fall 2006, he will serve as a Preceptor for the course in Child and Family Services at CUSSW.
Mr. Kelly's research focuses on improving public policies for low-income children and their families. His dissertation research focuses on the determinants of participation in various forms of child care among children in Fragile Families. At Columbia, he has co-authored a paper with Professors Jane Waldfogel and Irwin Garfinkel on the social costs of inadequate education in terms of welfare, housing assistance and Food Stamps. In addition, he has co-authored, with Lauren Hersch Nicholas, a paper on the relationship between financial well-being of older males and their marital status.
Prior to coming to the Columbia, Mr. Kelly served as a Presidential Management Fellow and a Social Science Research Analyst in the Office of Planning, Research and Evaluation in the Administration for Children and Families of the U.S. Department of Health and Human Services. At ACF, Mr. Kelly managed a variety of projects including a random-assignment evaluation of programs to promote healthy marriages among low-income couples, a review of the service delivery settings for promoting healthy marriage, and ACF's annual Welfare Research and Evaluation Conference. Prior to his service at the Department of Health and Human Services, Mr. Kelly previously worked at the U.S. Department of Labor as a Truman Fellow.
Mr. Kelly received his Master of Public Administration degree from the Maxwell School of Citizenship and Public Affairs at Syracuse University. He is a 1999 graduate from St. John's University (MN) where he received his Bachelor of Arts degree Summa Cum Laude, All-College Honors, and Distinction in Political Science and Peace Studies. Mr. Kelly is a 1998 Truman Scholar from Minnesota, an avid marathon runner, a devoted fan of the Dave Matthews Band, and the proud owner of a three year old Jack Russell Terrier named Harry.
