Nathaly Rubio-Torio, originally from Peru, is a licensed Social Worker working in the field of HIV in the Latino community for over 10 years.  She received her Bachelors in Psychology from Queens College in 1993 and her Masters in Social Work from Columbia University in 1999.  From 1993 to 1997, she worked at the Manhattan District Attorney’s Office as a crisis social services worker in the Witness Aid Services Unit. Ms. Rubio-Torio took a leave of absence from the District Attorney’s office from 1995 to 1996 to serve in Peace Corp Ecuador where she worked with abandoned children and adolescents.   From 1997 to 1999 Ms Rubio-Torio worked as a community organizer in East New York Brooklyn at the Urban Youth Corp. The project was a safety project that worked collaboratively with the 75th precinct and community safety.  Once she graduated from Columbia University with her Masters in Social Work, Ms. Rubio-Torio worked for the Hispanic AIDS Forum as the Director of Operations in the Queens and South Bronx sites where she oversaw educational HIV/AIDS programs for Latinos. She was there from March 1999 to May 2004.

In 2003, Ms. Rubio-Torio founded Voces Latinas Corp, a non-profit organization targeting immigrant Latinas living with and at high risk for HIV/AIDS and immigrant Latinas experiencing violence. Ms. Rubio-Torio takes the issue of HIV/AIDS in the Latino community very seriously as Latinos continue being one of the highest groups getting infected with HIV and the fastest progressing to AIDS at disproportionately alarming rates. She served as a volunteer Executive Director for Voces Latinas from 2003 to 2007.  In September of 2006 she received the NYC Social Justice Fellowship which allowed her to dedicate time and develop Voces Latinas as a non-profit organization.  In January 2008, Ms. Rubio-Torio became the first salaried full time Executive Director of Voces Latinas Corp. With her leadership, Voces Latinas has grown by hiring program staff and training immigrant Latinas to be Promotoras that provide leadership training for immigrant Latinas, culturally and linguistically centered services that include youth groups, leadership and advocacy trainings, HIV/AIDS prevention workshop series, individual counseling, referrals, HIV testing, and cultural arts and crafts support groups. Voces Latinas reaches over 500 immigrant Latinas and their families per year providing them with life saving information on HIV/AIDS, violence against women, and other health risks.
