DEIS did not use the peak times for IKEA and did not use the busiest time of the year for IKEA sales. Traffic tends to be higher when school traffic peaks around 3 pm.

BFJ observed Thruway traffic on two Friday afternoons and found that traffic was bumper-to-bumper and that it slowed to between 20 and 30 mph, representing a level of service F.
