The 2 municipalities
issued a Joint Master Plan in 1989, the important principles of
which were: (1) business should be confined within present boundaries
on the existing zoning map and (2) the general character of business
areas should not adversely impact adjacent residential neighborhoods.
The study area was divided
into 6 planning units; Units 1 & 2 are adjacent to the New Rochelle
site. Unit 1 should be a business/service area since it is appropriate
for storage, automotive, and equipment rental uses. Unit 2 should
be a business area and the few underdeveloped blocks are appropriate
for high density residential, office, commercial, or combinations
of such uses.
Mamaroneck passed a controversial
law requiring that all developments at its borders are approved
by the local government.
