The DEIS identifies 33 businesses in the Fifth Avenue area, all of which perform light industrial or warehouse activities, with the exception of a telecommunications company, a grocery store, and a site developer contractor. Employment figures are reported for 26 of the 33 businesses identified, and the total number of people employed in the Fifth Avenue area by these 26 businesses is between 327 and 347. For seven of the 33 businesses, employment figures were not available.

A total of 126.6 acres of industrially zoned land area is situated in the City of New Rochelle and the Fifth Avenue area, at 14.9 acres, is slightly smaller than the Fifth Avenue area in which many of the nonresidential properties, particularly those below 5,000 square feet, were built or converted from residential use to serve a small user (often the owner-occupant), usually for administrative, dispatching, garage/repair or enclosed storage functions.

The primary amenities of nonresidential space is its relative proximity to Interstate 95, and the Metro-North railroad, and its location within a relatively isolated neighborhood with a small residential population.

The number of households within five miles of the Fifth Avenue area is expected to decline slightly to 219,703 by 2001. Their total income is projected to reach $15,780,820,000 by 2001. Of the $3,313,972,200 that would be available for the purchase of goods and services at retail, $450,000,000 would be expected to be spent on "household furnishings and equipment" annually. $50,000,000 would be spent on major home appliances.
