Kanda Myojin was originally a shrine dedicated to both the defeat of a 10th Century rebel and a sea god.  It later became dedicated to the sons and daughters of Edo.  The rebel became a kind of a folk hero after leading revolts against the emperor in Kyoto and usurping power himself.  The faithful believed that his intention was to improve the welfare of the people.
