	n States may use these new funds for Medicaid expansions or new children health insurance programs. n Most State financed plans and private plans, do not provide dental coverage n Federal legislation does not mandate States to include dental coverage n Publicly funded health insurance programs have strong potential to provide and assure necessary dental care of these children but have substantially failed to do so
