is qadar aa;Nkhe;N chapaataa hai to ay ma;Gruur kyaa
;Tuk na:zar iidhar nahii;N kah'h us se hai man:zuur kyaa

1) if you lower your eyes to this extent-- then, oh arrogant one, what [about it]?
2) your gaze is never at all in this direction-- tell me, what is intended/meant/'seen' through that?

Notes:

chapaanaa : 'To cause (one) to feel shame, to abash; —to place one thing on another, to heap, pile; to press down, compress, flatten, squeeze, crush'. (Platts p.421)

man:zuur : 'Seen, looked at; visible; admired; --chosen; admitted, approved of, accepted; sanctioned, granted; --agreeable; acceptable; admissible; --designed, intended'. (Platts p.1078)

S. R. Faruqi:

The opening-verse is by way of introduction. Other than the wordplay of na:zar and man:zuur , it has nothing.

It's also enjoyable that the 'arrogant' one is accused of 'lowering' her eyes, as though she were abashed or ashamed; thus the teasing tone of the first line.

Then of course, if her eyes are so persistently lowered, how can she see anything? That works just as well, and amusingly, as asking what she means by it. This too gives an extra filip to the elegant wordplay with man:zuur .
