The scansion makes it clear that dillii has a tashdiid over the laam , so that the word is definitely dillii ('Delhi') rather than dilii ('pertaining to the heart'; see the definition above). But of course, the overtones of 'city of the heart' are obviously there, hovering just above the official grammar, since the first line has so markedly set us up to expect them.

Note for grammar fans: We have to take sab paas as a colloquial shorthand for sabho;N ke paas .
