Type them up in MS Word 98 (Mac) or comparable pc version.
Choose "Header 1" for the style of the top heading on the page ("How to Make. . .".
Choose "Header 2" for intermediate headers, such as the "Type them up. . ." one here.
For the questions themselves, use the Normal style but then choose "Bullets and Numbering" under the format menu and select a numbered list option.
Don't put in extra spaces between lines.
Under the "File" menu, select "Properties" and type the Title that you want to appear at the top of the browser window. It should be something descriptive such as "Questions: Theories"
Save a copy of your MS Word file.
Creating a web page
With your file still open, now save a copy using the "Save as HTML" option. Be sure to add ".html" to the end of the file name.
You will be warned that this process might have ill effects. Don't worry; you're saving under a different file name.
Word will churn away for a bit, then it will open your html file in a special editor. Here you can delete extra lines, correct styles, etc. For the Theories Questions I had to make only one change: in the background color. To make the background white (instead of the default gray), select "background" under the Format menu and then click on the little white box in the color matrix that appears. Grey is ok if you can't get this to work.
That's it! Save your file again and close it.
To test it in Netscape without uploading, use the "Open File in Netscape" option. It should look fine.
