This paper examines one explanation for these sustained shifts in growth---changes in the national leader. We use deaths of leaders while in office as a source of exogenous variation in leadership, and ask whether these plausibly exogenous leadership transitions are associated with shifts in country growth rates. We find robust evidence that leaders matter for growth. The results suggest that the effects of individual leaders are strongest in autocratic settings where there are fewer constraints on a leader's power. Leaders also appear to affect policy outcomes, particularly monetary policy. We seek to explain this norm of interethnic peace and how it occasionally breaks down, arguing that formal and informal institutions usually work to contain or "cauterize" disputes between individual members of different groups. Using a social matching game model, we show that local-level interethnic cooperation can be supported in essentially two ways. In spiral equilibria, disputes between individuals are correctly expected to spiral rapidly beyond the two parties, and fear of this induces cooperation "on the equilibrium path." In in-group policing equilibria, individuals ignore transgressions by members of the other group, correctly expecting that the culprits will be identified and sanctioned by their own ethnic brethren. We resolve this problem by exploiting the transcripts of query sessions in the Vietnamese National Assembly, where delegates question the prime minister and Cabinet members on important issues of the day. Using a content analysis of queries, we offer the first empirical test of delegate behavior in nondemocratic parliaments. We find that some delegates exhibit behavior consistent with cooptation theory by actively participating in sessions, demonstrating criticism of authorities, and responding to the needs of local constituents. Theories of international relations, assumed to be universally applicable, have failed to explain the creation of states in Africa. There, the interaction of power and space is dramatically different from what occurred in Europe. In his groundbreaking book, Jeffrey Herbst places the African state-building process in a truly comparative perspective, examining the problem of state consolidation from the precolonial period, through the short but intense interlude of European colonialism, to the modern era of independent states. Herbst's bold contention--that the conditions now facing African state-builders existed long before European penetration of the continent--is sure to provoke controversy, for it runs counter to the prevailing assumption that colonialism changed everything.
In identifying how the African state-building process differs from the European experience, Herbst addresses the fundamental problem confronting African leaders: how to extend authority over sparsely settled lands. The key concept is that of "threshold": the number or proportion of others who must make one decision before a given actor does so; this is the point where net benefits begin to exceed net costs for that particular actor. Beginning with a frequency distribution of thresholds, the models allow calculation of the ultimate or "equilibrium" number making each decision. The stability of equilibrium results against various possible changes in threshold distributions is considered. Stress is placed on the importance of exact distributions distributions for outcomes. Groups with similar average preferences may generate very different results; hence it is hazardous to infer individual dispositions from aggregate outcomes or to assume that behavior was directed by ultimately agreed-upon norms. Suggested applications are to riot behavior, innovation and rumor diffusion, strikes, voting, and migration.
