Transportation

 

Transportation has been my main policy passion since the beginning of my career.  As a member of the Bloomberg Administration, I led the development of PlaNYC’s transportation chapter and was one of the Mayor’s lead advisors and spokespeople on congestion pricing.

Since 1997, I have been a member of the Transportation Research Board’s Committee on Intercity Passenger Rail.  From 2000 to 2008, I chaired that committee’s subcommittee on Socio-Economic and Financial Aspects of Intercity Passenger Rail.  In 2010, I again became chair of the subcommittee.

Transportation experience

2006-2010        City of New York

                          Director of Long-Term Planning and Sustainability

Oversaw development of PlaNYC’s transportation chapter, including the proposal to bring congestion pricing to Manhattan, convert NYC taxicabs to hybrids, expand bike lanes, and finance transit expansions.  Acted as one of Mayor Bloomberg’s lead spokespeople on congestion pricing.  Served on the Metropolitan Transportation Authority’s Blue Ribbon Panel on Sustainability.

2002-2006        McKinsey & Company

                          Engagement Manager (2003-2006); Associate (2002-2003); Summer Associate (1999)

Focused on travel and logistics practice.  Clients included a major US railroad, a global parcel delivery service, and a US-based freight airline.  Topic areas included pricing, operations, international expansion strategy, and post-merger integration.

1998-1999        Virginia Railway Express

                          Summer Analyst (Summer 1998); Consultant (1998-1999)

Conducted study on fare structure alternatives to assess price points for ten-trip and monthly tickets and discounts for the use of ticket machines.

1997-1998        New York State Assemblymember Sam Hoyt

                          Special Assistant for Transportation Policy

Led the Assemblymember’s effort to create a New York State High Speed Rail Authority.

1994-1995        Federal Railroad Administration

                          Special Assistant to the Deputy Administrator

Contributed to the FRA’s Commercial Feasibility Study of High Speed Rail; assisted with FRA reports on Automatic Train Control Systems and Tank Car Safety.
