Teaching 

 

Dr. Heikkila has taught a number of environmental policy and management courses for masters students at Columbia’s School of International and Public Affairs (SIPA).  These include:

 

§         Environmental Policy, Politics, and Management for SIPA’s environmental concentration. This is an applied, masters-level course that introduces students to the process of environmental policy formation, comparisons of policy-making venues and tools, and current challenges implementing environmental policies. 

 

§         Workshop in Applied Earth Systems Management for SIPA’s MPA program in Environmental Science and Policy (ESP).  The Workshop requires students to work in teams to simulate the implementation of a proposed environmental program. It teaches students to engage in strategic planning processes, develop team management skills, and devise budgets, staffing plans, and performance management systems. 

 

§         Workshop in Applied Earth Systems Policy Analysis for SIPA’s MPA program in Environmental Science and Policy (ESP).  This course requires students to work in a team for a client (e.g. public agency or non-profit group), analyze an environmental policy or management issue of interest to the client using a range of data collection methods and tools, and produce a professional report and briefing for the client.

 

§         Public Management for SIPA’s ESP program and Executive MPA program.  The Public Management courses covered topics such as organizational design, personnel management, budgeting, performance management systems, contracting and privatization.
