that actually the same wages were not paid in every place, that different farmers paid different wages, that it was all hit or miss. Some were oppressively low. Some were probably the best they could do. In any event, the wages were not high enough to bring in any kind of reasonable standard of living. The provisions for living had become worse and worse and worse. Terror reigned. The local police had pulled guns on these migrant workers and had otherwise alarmed them. He said, “I bet they answered back. They'll know how.” He knew at once that men won't stand having guns pulled on their families; something boils up inside of them.

He said he would go. I said,” This is what your salary will be. You have to sign here on this form and say you'll support the Constitution and a few other things. You are an employee of the Department of Labor. I'll put you in the Conciliation Service, because that's the only appropriate place to put you. You'll have to turn in your expense accounts and so forth. They'll have to be approved. Remember, there's a limit on a daily expense account, even when you're on a travel status.”

“Well, I'll have to get around. I'll have to get around.”

I said, “That's all right. You can get around. Use your own automobile and charge mileage to the government.
