the office just as though he had a purpose in his movements. There was no lolling around.
I gathered that he would be a humanitarian in the situation, but I also gathered that he knew that these poor, idle, mistreated fellows were also perfect bums, that they would get the best of you if they could. You had to keep your eye out and expect that. He wouldn't be broken-hearted if they were. He was a practical person. He knew you couldn't give them the millenium, but that you could see that they had a place to sleep, and so forth and so on.
At any rate, he went out to see what he could do. Thereupon began one of the strangest experiences of my lifetime. To this day I think he did a perfect job. I don't think it could have been done any other way. Yet, it startled me. It was so completely off the pattern of what is usually done in the government circles, or what government is supposed to be able to do.
He bought himself a Ford car out there and proceeded to go around, driving this Ford Car. He didn't have anybody with him, was all alone. I finally sent a conciliator from somewhere to go with him and help him, to give him some clerical help, but he really didn't need it. I said to him on the telephone, “You must have some clerical assistance
