did. They paid the wage. Curiously, he hit upon something that apparently satisfied the moral sense, that was about right. It was no scientific wage at all.

I'll never forget the utter consternation with which I consulted my legal counsel, saying, “What in the world shall we do? Somebody is sure to bring suit against the Secretary of Labor. What are we going to do?”

I think the counsel was still Charlie Wyzanski and I remember his saying, “Well, if anybody brings suit against you, Miss. Perkins, all you can do is to state the exact truth - that your unworthy and unfaithful subordinate did this on his own. Of course, you will have to dismiss him. That will be the public sacrifice that is made. But really I think it was smart.”

Then we began to hear from some of our immigration inspectors out there who were scattered around in California and Texas that it was working. They thought it was fine too. Then he went around enforcing the proclamation. He just held court in his Ford car. He wasn't empowered to hold court, but a conciliator can always hold a hearing if he can get the people to come. He didn't look in the law books for that. He just held court. After all, it was, “I, Pelham Glassford, General of the United States and Representative of the Department of Labor.” That was something. He made
