A $300 million hit

"We have asked each facility to report how they will handle the budget cut," said Audrey Kelly, of the Health and Hospitals Corp., which operates the city's 11 public hospitals. "We'll be using their reports as a starting place."

At Mott Haven's Lincoln Hospital, patients and workers said they dread the budget cuts.

"People in the hospital aren't too happy about it," said an emergency medical technician. "What Giuliani's doing is great, but is he going to do it by sacrificing proper services to the people?"

And those waiting in the emergency room were bitter.

"I think if the politicians weren't paid so much there would be more room for the low- and middle-class families in the budget," said Rosemary Lamboy, a 30-year-old secretary from Mott Haven. "I think this whole thing is one big cycle of mess."
