Budget drops from $7 million

At 19th Battalion headquarters on Jerome Avenue in Highbridge, Battalion Chief James Mulrenan had just returned from a job. An apartment's living room was ablaze, but nobody got hurt.

As firefighters with grimy hands moved loudly about in the garage beneath his second-floor office, Mulrenan compared the cuts to corporate downsizing.

"They're going to eliminate management positions," he said. "It's like anything else that gets cut, a corporation or an industry, the management that is left is going to have to do more."

He's been on the job for 22 years, and he said that it's a smaller department than when he signed on. He has seen cuts and changes before.

"We're an adaptable organization," he said.

Moments later and Mulrenan trotted down the steps to meet his driver, then followed the honking ladder truck on another run into the drizzly night.
