Budget up to $2.1 billion

The police force emerged from the proposed budget cuts in better shape than any other city agency. Still, the department will freeze promotions until July, when the fiscal year begins. Lt. Al Parlato, of the 42nd Precinct in Morrisania, said that officers scheduled for promotions might be disappointed, but he does not expect it a major blow to morale.

"I went through this with the fiscal crisis in the '70s when 5,000 officers got laid off," Parlato said. "That hurt morale. But how can you really be that distraught about promotions when people are getting laid off?"

The mayor wants to move personnel from headquarters to the city's 76 precincts. But Lt. Raymond Ferrari, a spokesman, said the number of officers who will be leaving 1 Police Plaza for patrol duty is unclear.

"Every unit is under review right now," Ferrari said. "It's on a day-to-day evaluation basis right now."
