increasing economic uncertainty in both their home countries
and the United States has intersected with growing acess to
foster forms of transportation and communications, have
ensured a considerable amount of movement back and forth and
a concomitant growth in their own role as conduits for the
further flow of money, goods, information, images and ideas
across the boundaries of the state.
