Speer ever serve the interest of Cromwell? Does the "R" in the note
refer to Roosevelt?

The answers to these questions may never be known; however,
Speer's papers suggest a world of possibilities. Indeed, Roosevelt
may have secured the Isthmus of Panama tor his own financial gain
and the gain of others, but Speer may not have always been out for
the truth but, rather, out for a story.
