Koch:

And we had to get her a job another incompetent. Well, it's in pursuit of excellence, so to speak -- if my staff members can't function I've got to get rid of them no matter how difficult it is for me.

Now, in terms of the legislation process, we knew already some of the things I'd be introducing, because I had talked about them in the campaign. There are two major ones. And I must say, I've done a lot on them and one of them became law. And that was the privacy legislation, which was one of the first bills I introduced. It was introduced in something like February or March of 1969 to open up all the government files. Six years later that became the Koch-Goldwater bill, and it was passed and signed into law December 31, 1974. It was really marvelous. It's been in existence now a year.

Q:

You said that this was one of the first pieces of legislation you introduced, and so we're going back to...

Koch:

We're going back to 1969. It took six years to get the legislation passed.
