Because we had consulted with institute heads and various people who were on the councils of these institutes and who were working in those fields, and they considered that these were logical and suitable amounts of money that could be used effectively in the next year.

And how did the work and the study of the Lasker Foundation tie in with this? Did it help produce this allocation?

Really, I did this as a citizen. I saw the people as a citizen and we got them to testify as citizens. It was a citizen effort. It was really a personal effort. It didn't cost money; it just cost trouble and time to get the figures together and see the people and consult with them.
